Historical Notes: Program changes in the late 60s and 70s cost BSA a significant part of its membership.  The “Big” Bear Cub Scout Book restored the traditional flavor and challenges of Cub Scouting while holding on to new emphases on racial and cultural harmony and an environmentally-friendly lifestyle.
